What Is A CPN?
This information from the FBI website (FBI.GOV) clearly explains that a CPN is a legal use for credit purposes.
"Credit Privacy Numbers (CPNs) are nine-digit file numbers that follow the same algorithm as Social Security Numbers (SSNs). Currently, Federal law allows individuals to legally use CPNs for financial reporting purposes and protect those individuals who do not wish to disclose their SSN. Individuals who acquire CPNs are completely responsible for any debt they incur using this number.”
However! You cannot use your CPN anywhere you are supposed to provide your Social Security number! This is bank fraud. Many CPN companies don’t care about you going to prison, they only care that they make their money! Make sure YOU are not committing a crime. We do not wish to work with clients who want to take shortcuts and circumvent any laws. Please do not ask us if we or our contacts can do anything unethical, illegal or immoral.

Remember the CPN is solely for credit purposes only. Federal law allows a person to legally use a private ID number for financial reporting intentions instead of his or her Social Security number.
Credit Bureaus aren’t legally required to see the SSN of a person. One has the right to keep his or her SSN private and not rebuffed due to their refusal. Credit Bureaus aren’t government agencies, so the applicant does not have to give them their SSN.
So, this means that those who do not want to disclose their personal information, except when they’re required to do so, are protected by Federal law.

The schemes include purchasing credit privacy numbers (CPNs) and seasoned trade-line accounts, creating fraudulent retailer financial relationships, and staging credit-washing schemes with the intent to strengthen a perpetrator’s credit history and ability to apply for new loans. These schemes are facilitating both mortgage fraud activity and illicit credit representation practices.
